Jordan’s Ministry of Education (MoE) is currently implementing a series of reforms to enhance its capacity to monitor the education sector and ensure that the goals outlined in the Education Strategic Plan (ESP) are met.

​In order to support these efforts, CSF, in partnership with the United Nations Educational, Scientific and Cultural Organization (UNESCO) Jordan office and support from the education sector donor community, embarked on a project to strengthen use of data in the Ministry of Education.  As part of an intensive 2 month assignment to build the capacity of MoE staff on the production of key indicators and on the use of data for reporting and monitoring on the ESP, a two-week technical training for the MoE was held from September 22nd – October 3rd, 2019.

The aim of the training was to build the capacity of key MoE and Queen Rania Centre (QRC) staff on reporting and monitoring of key performance indicators outlined in the ESP 2018-2022, using the OpenEMIS toolkit.

The intervention extended the Ministry’s use of the OpenEMIS suite of tools, introducing OpenEMIS Monitoring through focused training and technical assistance.  This training included a functional overview of the capabilities of the module and the outputs realized through OpenEMIS Monitoring, such as automated reports and monitoring dashboard.

Additionally, the training allowed for a better understanding of the ESP result matrix and determining key elements to translate into the online monitoring platform.

The ESP sets the framework for the MoE’s expected outcomes and activities for the next five years and it is of utmost importance for the ministry to be able to continuously assess progress and evaluate implementation.

During the first week of the training, the participants were trained on how to create and configure a plan; manage users; build a strategic framework; manage indicators; set baselines and targets; configure and manage different phases of the life cycle of planning and monitoring, as well as how to generate standard reports.

The second week of the training consisted of production exercises, where, with CSF’s support, participants utilized their new skills to apply OpenEMIS Monitoring to the monitoring of the national ESP.

As a result of the trainings, staff from the Department of Planning at the MoE Jordan and QRC are now independently managing OpenEMIS Monitoring to monitor and report progress in the implementation of strategic plan.

The training concluded with key MoE staff presenting the ESP monitoring framework to the Secretary General of the MoE. The presentation was very well received, with key MoE staff acknowledging their ability to use OpenEMIS Monitoring as both users and administrators.
